Keep an overflow separate from a suspected defect.
Leaves and other collected debris can interrupt the route to an outlet or downpipe. Visible plants or debris at an edge can be worth reporting too. The outside view cannot reveal every part of the channel, so name any uncertainty. Water escaping does not prove there is only a blockage: a joint, gutter position or damaged fitting may need separate attention. Cleaning removes suitable debris within the agreed areas; it is not a repair of the building.
A gutter carries rain towards its outlet, so debris close to that outlet can affect a longer run. Explain whether water first gathers there or spills elsewhere. That makes the observed route clearer without deciding which component is faulty.
