Look for a pattern already visible from safety.
Leaves and small debris can accumulate around the gutter outlet and restrict water entering the pipe. Material elsewhere in the run may also slow flow. Mention plant growth, visible loose material and when the gutter was last attended to. Fallen moss fragments may be gutter debris, without making this a roof moss-treatment service.
A gap at a connector, displaced pipe or leaking joint should be reported separately. It may need attention beyond clearance. Do not disconnect fittings or insert tools into the pipe to test your theory; observation is enough for the initial enquiry.
